Attorney admitted to practice before the Brazilian Bar Association (Ordem dos Advogados do Brasil – OAB). He holds the title of Livre-Docente and a Ph.D. in Administrative Law from the Pontifical Catholic University of São Paulo (PUC-SP). He also earned his LL.B. and a Master’s degree in Tax Law from the same institution. He is a Professor of Administrative Law in the undergraduate, graduate specialization, master’s, and doctoral programs at PUC-SP.
He is a member of the Mercosur Public Law Association (Asociación de Derecho Público del Mercosur – ADPM), the Brazilian Institute for Legal Studies on Infrastructure (Instituto Brasileiro de Estudos Jurídicos da Infraestrutura – IBEJI), and the Institute for Tax Research (Instituto de Pesquisas Tributárias – IPT). He formerly served as President of the São Paulo Institute of Administrative Law (Instituto Paulista de Direito Administrativo – IDAP) and the Brazilian Institute of Administrative Law (Instituto Brasileiro de Direito Administrativo – IBDA).
With more than two decades of experience in public law, he advises clients in both advisory and dispute resolution matters, with particular emphasis on the prevention and resolution of disputes involving public authorities. His practice includes matters relating to anti-corruption legislation, administrative misconduct (improbidade administrativa), public civil actions, and conflicts of interest. He also advises on competition law matters before the Administrative Council for Economic Defense (CADE), public concessions and public service agreements, public procurement, administrative proceedings, administrative enforcement proceedings, compliance and integrity programs, environmental law, urban planning law, notarial and registry law, consumer law, and other areas of public law. In addition, he has extensive experience in regulatory proceedings conducted by legislative bodies, regulatory agencies, and other regulatory authorities.
